Why is it a good practice of the Person-Centered Model?
COCEMFE’s Employment Services Network promotes personal autonomy and supports the development of one’s own life project. Personal decisions are supported and competencies and skills are developed to promote active participation in the community and informed decision making. The definition of the professional objective is made by the person, with the support and information of the guidance staff, from their personal desires and choices.
Integrated Assessment (Person, Family, Housing) and Life History
A social assessment is carried out to collect the social or pre-employment aspects to be considered in the personalized itinerary to improve employability. The person’s demand, availability, expectations and competences are collected (balance of competences and determination of the competence gap). The disability and the person’s experience of it are known, as well as personal and social resources (person, family and environment). We work from a social and rights approach (recognized in the Convention on the Rights of Persons with Disabilities and the General Law on the Rights of Persons with Disabilities. Disability as a result of the interaction between the person and the environment). From a systemic approach (taking into account the different subsystems: family, community, and individual interacting and promoting the presence and participation (give and take) in the community itself). And from a holistic approach, which takes into account the integrality of the person and specifically the different stages of life in learning and employment.
Personalised Care and Support Plan for the Life Project
Once the assessment has been carried out (motivation, availability, competences, professional objective, competence gap, analysis of supports and adjustments related to the disability, analysis of resources and skills for the management of the job search), the personalized itinerary is designed with specific actions and objectives that contribute to advance in one’s own life project through the improvement of employability. The areas included in the orientation itinerary are: Addressing personal aspects for the improvement of access to employment/ Development of basic and transversal competences/ Development of dogital and technical competences (training)/ Training in BAE techniques (active job search)/ Addressing disability at personal, family, social and labor levels (systemic intervention in the environment). In parallel, work is carried out in the territory in the promotion of inclusive companies, attracting job offers, intermediation (advice to companies and promotion of reasonable adjustments), support in the incorporation to the job (when it occurs) and support in the development of the professional career and professional requalification. The objective of the service is to accompany the person in the development of his or her potential, taking into account his or her personal choices.
Support groups
“Group workshops for employment. These are key group actions in guidance. They promote the creation of a personal support network. These exchange spaces allow for the weaving of more extensive support networks: not only constituted by the family environment or by the technical staff of the SEs during the labor insertion itinerary, but also by a network of people in a similar situation from whom to learn and on whom to rely in the process in a more personal and autonomous way.
Case Management and Resource Coordinator
The employment services have the figure of the employment counselor, who is the reference figure for the user during the process of improving employability and, where appropriate, access to employment. This professional works as a team with the labor promoter (awareness-raising, training, support to companies and recruitment of job offers) and with the person who manages the offers (pre-selection of candidates). Pre-selection is based on competencies and motivation, which goes beyond mere curricular selection. The objective is to broaden the possible professional profiles and adapt them to the capabilities, objectives and personal choices of each of the users (we must not forget that people with disabilities often do not have official qualifications or have a disability for their usual profession and require professional reorientation).
